REPORT OF
THE SCARBOROUGH FIRE DEPARTMENT
To the Selectmen and Citizens of the
Town of Scarborough:
I wish to take this opportunity to thank the officers
and firemen of the several Companies, also the officers
and citizens of the town for their co-operation during
the year 1950.
Our fire losses for the year 1950 were far below the
losses sustained in 1949. This decline in fire loss is due
to the excellent co-operation given by the volunteer
members of every company, also the excellent team
work and coordinated effort between the several
companies.
ATTENTION CITIZENS
Co-operation during the year 1951 is solicited from
non-members of the several companies. Please do not
call System Phone 4542 Directly after the alarm sounds
Keep this line clear for the fire company to use in
case of second or general alarm.
Two-way radio coverage is being used at Oak Hill
Station, also Tank No. 1 and Engine No. 7. This new
communication system has proven very satisfactory.
Radio wil prove itself very valuable particularly in
forest fires.
Eventually we believe that all fire trucks in the town
will be radio equipped. We hope this will be in the near
future.

Report of the
Superintendent of Schools
To the SUPERINTENDING SCHOOL COMMITTEE
of the TOWN OF SCARBOROUGH:
The following is the third annual report of your
Superintendent of Schools concerning the condition
and progress of the Scarborough Schools during the
municipal year which began on February 1, 1950, and
closed on January 31, 1951.
A report such as this must of necessity be somewhat
general in nature. The Scarborough School Depart-
ment urges all persons who wish to make inquiries of
a more specific nature, or who wish to offer comments
and suggestions, to do so without hesitation. The school
department is operated for the children of Scarborough,
and supported by the taxpayers of the town. This being
the case, the interests of all persons connected with the
school department or resident in the town, lie in the
same direction. It will be only through continued close
cooperation of all persons concerned that an acceptable
and successful system of public education can be
maintained.
Academic Progress
Academic progress continues, in general, to be of an
acceptable nature. An intensive program of testing and
other investigation reveals that the serious over-crowd-
ing in the elementary grades, which has been pointed
out frequently in recent reports, is beginning to have
its effect upon the achievement of pupils in these grades.
Academic progress in the high school is excellent, and
continues to improve. It is hoped that this most Satis-
factory condition will continue indefinitely, but there
is some question as to whether or not that is possible

if the achievement of the elementary school children
who are sent into the high school should be allowed to
slip below acceptable standards.
While this statement concerns the future, and per-
haps is not proper in a report of this size, the impor-
tance of the consideration seems to make it necessary
here. Your school department has developed plans for
a so-called double-platooned system in Scarborough
High School, which would somewhat relieve the over-
crowding in the grades for a year or two. This system
would involve having grades 9, 10, 11, and 12 attend
school from 7:45 a.m. until 12:45 p.m. At that time the
pupils of grades 7 and 8 would enter the high school
building and hold classes until 5:15 p.m. This would
free four elementary rooms, two at Dunstan and two
at Oak Hill There are already four elementary class-
rooms in Scarborough which are housed in quarters
not approvable by the State Department of Education.
These are the two classrooms in the basement at the
Oak Hill Grammar School, the classroom in the former
library at Dunstan, and the sub-primary classroom
which is now being held in the principal’s office at the
same school. Two of these unsuitable classrooms would
be abolished for the time-being and the children taken
care of in two of the rooms vacated by the double-pla-
toon system. The remaining two rooms would be filled
by dividing the already over-crowed primary grades,
both at Dunstan and Oak Hill. It is probable that two
primary grades at each end of the town could be re-
lieved by setting up of a combination grade in Oak
Hill, and another at Dunstan.
This is a system with which your superintendent has
had experience in another place. It is very inconvenient
for parents, pupils, and teachers. It is also rather ex-
pensive for the town maintaining it, since it makes
necessary additional bus mileage, and additional wages

for cleaning and maintenance work. Its probable cost
to Scarborough would be approximately $5,400.00 for the
first year, and $7,200.00 for the second year. It is pro-
posed only because it is believed such a system would
do less harm to the future of Scarborough children than
the present over-crowded conditions would do if car-
ried on for a number of years.
At the 1951 annual town meeting, an article in the
warrant will call for the appointment of a committee to
study the situation relative to school buildings, and to
report to the town, not later than the next following
annual meeting. If, by that time, the town can see its
way clear to provide additional classrooms in some other
way, preferably by a new building, this plan will be
dropped. If, on the other hand no relief is in sight by
that time, your school department will feel that it is
its clear duty to recommend and work for the installa-
tion of the double-platoon system beginning in Septem-
ber of 1952.
During the past year, committees of teachers, in
several instances with the aid of parents, have spent
a great deal of time and effort on various parts of the
school curriculum. To mention but a few, committees on
Science, Social Studies, English, and methods of re-
porting to parents have worked hard and have ac-
complished creditable services to the school depart-
ment. At the present moment, all the teachers of Scar-
borough are working, under the direction of Dr. Helen
B. Sullivan, Professor of Education at Boston University,
on a strengthening and revitalizing of the Language
Arts program in the Scarborough schools at all levels.

This work recognizes that written and oral expression
is a vital part of every school subject and program, from
the sub-primary grade through to the final graduation
evening of the high school senior. It is an attempt to.
strengthen and coordinate the work of all teachers with
the ultimate purpose of turning out a stronger educa-
tional product. It will involve a great amount of work
for each teacher, but each will be rewarded by the in-
creased achievement of his pupils. During the past
year, the strong high school testing program has con-
tinued about as it has been in previous years, and the
testing program of the elementary school has been
strengthened materially by the planned yearly use oí
good achievement measures in grades 4 - 8. Systematic
use of such tests from year to year makes it possible for
the teachers to anaylze the work of each pupil very
closely, not only by subjects, but also by frequently
minute subdivisions of subjects. It is only when a teach-
er is in possession of such detailed and factual know-
ledge about each pupil that she can direct her best
efforts intelligently toward the most efficient program
for each particular child.
During the past there has been about the usual
amount of turn-over in the teaching personnel. In the
realization that a good teacher is the greatest single
element of any school situation, your school depart-
ment has devoted a great deal of time and effort to the
selection of replacements for those teachers who have
left the system. It is felt that Scarborough has an un-
usually sound teaching faculty. It is hoped that the
town can retain it.

School Plant
As was stated at the beginning of this report, and as
has been stated in previous reports, Scarborough's
need for additional schoolrooms has reached the cru-
tial stage. A study of school enrollments as of January
1, 1951, and of the table showing comparative enroll-
ments from 1947-1951 will reveal the sharp increase
which this community has experienced.

The major task of the Scarborough School Depart-
ment, and of the Town of Scarborough as a whole, for
the year 1951 should be to find the means by which
this situation can be remedied. This remedy must be
found if adequate education is to be offered. The ap-
pointment of a study committee, while an essential
step in itself, is only a very small beginning.
The school buildings, in general, are in good physical
condition. The exception to this statement is the Oak
Hill Primary School which is probably in as good con-
dition as its age would allow. Considering the interior
design and construction of this building, there is a great
question as to whether or not it would be less expensive
to put this building in first class condition or to re-
place it outright. Such replacement is not, however,
considered by your school department at this time.
The cut in the request of repairs budget made at Town
Meeting in 1950 made it necessary to defer exterior
painting and some interior repair in this building during
the past year. It is hoped that it will be possible to do
this work during the coming year. The other buildings
are, for the most part, much more modern and have
been kept in excellent condition.
Transportation
Transportation continues to be a major item of the
Scarborough School Department’s work. There is no
need to point out the great geographical area embraced
by Scarborough, which makes it necessary to trans-
port over 70 per cent of all pupils who attend school.
In addition to being expensive for the town, it also
details a great amount of effort on the part of many
parents and pupils, some of whom leave their homes
on the early bus trips as early as 7:00 a.m. in order to
be at school for the 8:45 opening time.
During the past fall, conveyance has been extended

to, a number of the children attending the Libby Dis-
trict, and North Scarborough Schools. For some years,
younger children have been attending these schools, in
some instances coming in nearly 2 miles for that pur-
pose. Since these schools have children from the sub-
primary grade to grade 3, the school department feels
that it is being only fair in conveying any of these
small children who otherwise would have to walk more
than three quarters of a mile.
Finance
A study of the detail of the accounts which can be
found in another section of this town report, will reveal
that your school department has come through the year
past, meeting all financial obligations, and closing the
books with a net balance of $7,882.00. Of this figure
$6,758.31 is represented by accrued salaries, already
earned by the teachers, which will be paid them through
the summer months when they are not teaching. This
being the consideration, it can be said that the budget
for the year now past was fairly accurate, and a true
indication of the necessary expenses for the year
1950-1951.
The budget request for the coming year, 1951-1952,
is mimeographed, and will be available to every citizen
of the town prior to town meeting. All citizens are urged
to read that message carefully. Copies may be had at
the Town Office, at each school building and from the
Office of the School Department.

REPORT OF THE PRINCIPAL OF
SCARBOROUGH HIGH SCHOOL
To the School Committee and Superintendent
of Schools of Scarborough:
Gentlemen:
I herewith submit my third annual report as princi-
pal of Scarborough High School.
The enrollment for the school year 1950-1951 is as
follows.

Continued rising enrollments are more than taxing
our facilities and in the immediate future the problem
will be even more serious. If we are to continue to pro-
vide the present high standards of instruction, addi-
tional space must be found in which to carry on our
program.
The present National Emergency is bringing to our
High School an increasing number of problems and
responsibilities.
We must not only continue to prepare our boys and
girls for the usual peace time pursuits but we must look
forward to a period in which all of our boys will be
taking part in a program of military training. At the
present time we are placing emphasis on those sub-
jects which will be of most value to the individuals and

are attempting to give our pupils a real understanding
of the problems facing our country.
Considerable prominence has been given recently in
national magazines to the problem of pupils who drop
out of school before completing their course. Latest
figures show that in the country as a whole, 30% of
those who start high school do not finish. A survey of
Scarborough High School over a period of years shows
that the number of boys and girls who leave school is
half that of the national average. We find that less
than 15% of our pupils drop out of school and that
nearly all who start the tenth grade finish high school.
There is an increasing number of our students each
year seeking education and training beyond high school.
We are happy to note that schools and colleges are
pleased to receive students recommended by our school
and that some of them have been granted valuable
scholarships. The progress of these boys and girls in
college is gratifying.
More pupils are taking advantage of the opportunities
for training in our Commercial Department, Shop and
Home Economics Department. Successful graduates of
our Commercial Course are finding positions in vari-
ous business offices in this area. We should plan in the
near future to give additional training not only to those
who will be engaged in secretarial work and bookkeep-
ing but to those others who will enter other areas of
business.
Several student activity groups have been outstanding
this year. The Student Council, by diligent effort, is

playing a real part in the conduct and regulation of
student affairs. The value of this training in self-
government cannot be under estimated. One 4-H Club
has continued its progress and boys from our school
have represented us at meetings as far away as Penn-
sylvania.
A school is successful as long as there is understand-
ing between pupils, parents, citizens, and teachers. We
have been fortunate in having that understanding and
cooperation and in closing may I particularly thank
you, as superintendent and the members of the school
board for your continued help and assistance in mak-
ing for greater success and progress of Scarborough
High School.

REPORT OF SCHOOL DOCTOR
During this school year I have examined approxi-
mately six hundred students, held monthly pre-school
clinics and have given inoculations for Smallpox,
Diphtheria, Whooping Cough and Tetanus to all child-
ren and students who have received the consent of
their parents.
It has been a pleasure to examine the boys and girls
of Scarboro and to receive such fine cooperation from
Mrs. Jensen, our Community Nurse, and the school
faculty.

SCARBOROUGH COMMUNITY
NURSING SERVICE
To the Board of the Scarborough Community
Nursing Service and the Citizens of
The Town of Scarborough.
As public health nurse I submit my report of the
work done by the Scarborough Community Nursing
Service the past year.
Fourteen-hundred and two visits were made in the
homes. These included bedside care, infant and pre-
school supervision, communicable disease control, and
health education.
Monthly child health conferences were held in the
nurses office, and all children were examined by the
attending physician. Immunization for small pox, diph-
theria, whooping cough, and tetanus was given to all
those not previously inoculated.
Chest X-rays were taken on forty-four patients; this
included all new school personnel and citizens of the
town who availed themselves of this service.
Several children attended the crippled childrens
heart and pediatric clinics and were given a complete
physical examination at this time. These clinics are
available to all those needing the service.
Each month the nurse and the Board of Directors of
the Nursing Service meet in the high school. Monthly
reports are given and problems relating to the service
and the community are discussed.

Schools
Dr. Haigis, the school physician, with the assistance
of the nurse, examined six hundred and eighty four
children. Those children with any serious defects or
problems were discussed with the parents and as-
sistance for further care whenever necessary.
School visits were made regularly to check all out-
breaks of communicable disease and to discuss any
other problems with the teachers.
The outbreaks of communicable disease were mild
with mumps and German measles the most prevalent.
Two-hundred and twenty six patch tests for tubercu-
loses were given in all the schools, and those with posi-
tive reactions were sent for X-ray. Seventy-five were
vaccinated for small pox and sixty-two were given the
diphtheria inoculations.
Valuable assistance was again given by the Lions
Club and the Red Cross organizations. Through their
donations we were able to supply glasses, tonsillec-
tomies, and clothing for the indigent. The Lions gave
generously so that the dental clinic might be continued.
Dr. Norman Blanchard is serving his second year and
is assisted by Mrs. Doris Homer. One-half day a week is
given to this work.
As I complete my yearly report I wish to thank the
school personnel, members of the nursing board, and the
town officials for their friendly cooperation.

REPORT OF THE HEALTH OFFICER
To the Citizens of Scarborough:
In submitting my report as Health Officer I am pleased
to report that the number of cases of contagious
diseases were again comparatively low. The minor
diseases had their usual runs but the total number of
cases were not high for this town. The number of cases
of scarlet fever were about the same as last
year. There was an increase in the number of dogs
quarantined after biting persons. Most owners willingly
confined their dog while a few had to be reminded of
penalties. Several cases where owners wished to kill
their dog before the quarantine period was over were
advised that this was against the public health laws
except in case of emergency.
Fertilizing farm land and maintaining domestic
animals caused a number of complaints, most of them
nuisance cases and would be civil suit cases. Some of
these have been eliminated while others still continue.
The problem of sewerage disposal still continues to
grow. Many new homes and business places have been
built where there is lack of room for proper absorption
trenches causing many failures. The state engineers
have made helpful recommendations in several cases

but the only permanent solution seems to be public
sewers in some sections.
The number of new plumbing installations were high-
er than ever. Some of these required constant inspec-
tions during the process of installation as plans did
not conform with state codes. In several of these cases
State inspectors were called who ordered extensive al-
terations which were expensive as well as causing delay
in finishing buildings. As soon as the state is officially
notified of the population of the town the law requiring
all plumbers doing work in the town to have a town
license will be in effect.
Some time was spent the past year with inspectors
of the State Sanitary Water Board and other agencies
searching for possible sources of polluted streams and
beaches within the town. While I have had no definite
reports, sources of pollution in several areas is being
watched, also there are open sewers on beaches which
should be removed as soon as possible.
As usual the different clinic will be held during the
year; parents being notified of dates.

during the year.

The Budget Committee for 1951 assembled at the
Town Hall and was called to order at 10:15 o'clock by
J. Ross Sherwood, Chairman of the Board of Selectmen.
The following members were present: Irving Pea-
body, Norman Harmon, F. Herbert Wentworth, Horace
Whipple, Ralph Deering, and Lloyd Turner.
J. Ross Sherwood was elected Chairman and Percy
K. Gower, Secretary.
All articles were given careful consideration, all testi-
mony at the public hearing was analyzed and during
the final session of the meeting, the recommendations
following each Article were made.

1951 ASSESSORS’ NOTICE
In accordance with Chapter 81, Sec. 35, R. S. 1944,
as amended, the Assessors of the Town of Scarborough
hereby give notice to all persons liable to taxation in
said town, that they will be in session at Selectmen’s
Office, Scarborough Town Hall in said town, on the
2nd, 3rd and 4th of April, at 12 M. to 4 P.M. for the
purpose of revising lists of the polls and estates taxable
in said town.
RESIDENT OWNERS
All inhabitants of the Town of Scarborough, Maine,
and all Administrators, Executors, Trustees, etc., of all
estates taxable in said town of such persons are hereby
notified to MAKE AND BRING INTO THE ASSESSORS
TRUE AND PERFECT LISTS OF THEIR POLLS AND
ALL THEIR ESTATES, REAL AND PERSONAL, not by
law exempt from taxation, of which they were possessed
on the first day of April, 1951, and be prepared to make
oath to the truth of the same and to answer all proper
inquiries in writing as to the nature, situation and value
of their property liable to be taxed.
ESTATES DISTRIBUTED
And when estates of persons deceased have been dis-
tributed during the past year, or have changed hands
from any cause, the Executor, Administrator, or other
persons interested, are hereby warned to give notice of
such change, and in default of such notice will be held
under the law to pay the tax assessed although such
estate has been wholly distributed and paid over.

And any resident owner who neglects to comply with
this notice is thereby barred of his right to make appli-
cation to the ASSESSORS or the COUNTY COMMIS-
SIONERS, for any abatement of his taxes, unless he
offers such list with his application and satisfies them
that he was unable to offer it at the time appointed.
Blank schedules wil be furnished at the Assessors'
Office on application.
